Planning Projects

MAPA has four certified CDBG Administrators on staff available to assist member cities and counties with all facets of the CDBG program, from application to project closeout. Our administrators have secured and administered more than $12 million in CDBG funds for our members over the last seven years, which have been used for public works projects, housing initiatives, infrastructure and community facilities improvements, and job creation by private businesses. There is never a fee charged to a member city or county for preparation of a CDBG application, and we will ensure that all federal requirements for use of CDBG funds are satisfied before, during, and after receipt of CDBG funds by our local governments.

MAPA has a variety of business assistance tools and services available for area startups and established firms. The MAPA Economic Development District Revolving Loan Fund has a capital base of $680,000 and is available to provide gap financing for business creating new jobs in our region. MAPA also serves as a nonprofit development organization serving Douglas, Sarpy, and Washington Counties, using revolved CDBG Program Income to provide assistance with economic development projects in our region.

MAPA staff is available to provide a wide range of planning assistance, including development and review of comprehensive plans, zoning and subdivision ordinances, economic development strategic plans, infrastructure needs assessments, assistance with housing programs, development of urban renewal plans and annexation studies, and assistance with applications for financial assistance to state, federal, and non-profit funding agencies. MAPA provides technical assistance with FEMA's Hazard Mitigation programs to all of our member cities and counties. In Iowa, we work with county emergency management departments to complete and maintain local Pre-Disaster Mitigation plans which are required for access to public assistance funds following Presidential Disaster Declarations, and are essential to obtaining competitive funding for mitigation and recovery funds offered by state and federal emergency management agencies. Additionally, MAPA will assist your local government in applying for and administering FEMA project funds when needed.
