Coordinated Transit & Human Services (CTHS)

The Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users (SAFETEA-LU), signed into law in August 2005, requires that all transportation projects for persons with disabilities, older Americans, and individuals with lower incomes that receive Federal Transit Administration (FTA) funding through three transportation programs be derived from a "locally-developed, coordinated public transit-human services transportation plan." These programs are:

  • 5310 - Elderly Individuals and Individuals with Disabilities program
  • 5316 - Job Access & Reverse Commute (JARC) program
  • 5317 - New Freedom program

This plan is intended to ensure that communities coordinate transportation resources provided through multiple federal programs. Coordination will enhance transportation access, minimize duplication of services, and facilitate the most appropriate cost-effective transportation possible with available resources.

MAPA is coordinating the development of the plan with representatives of public, private, and nonprofit transportation and human services providers, as well as the Nebraska Department of Roads, Iowa Department of Transportation, and the FTA.
